Wednesday 1 July 1668

Up, and all the morning we met at the office about the Victualler’s contract. At noon home to dinner, my Cozen Roger, come newly to town, dined with us, and mighty importunate for our coming down to Impington, which I think to do, this Sturbridge fair. Thence I set him down at the Temple, and Commissioner Middleton dining the first time with me, he and I to White Hall, and so to St. James’s, where we met; and much business with the Duke of York. And I find the Duke of York very hot for regulations in the Navy; and, I believe, is put on it by W. Coventry; and I am glad of it; and particularly, he falls heavy on Chatham-yard, and is vexed that Lord Anglesey did, the other day, complain at the Council-table of disorders in the Navy, and not to him. So I to White Hall to a Committee of Tangier; and there vexed, with the importunity and clamours of Alderman Backewell, for my acquittance for money supplied by him to the garrison, before I have any order for paying it: so home, calling at several places — among others, the ’Change, and on Cooper, to know when my wife shall come to sit for her picture, which will be next week, and so home and to walk with my wife, and then to supper and to bed.

"I find the Duke of York...is vexed that Lord Anglesey did, the other day, complain at the Council-table of disorders in the Navy, and not to him."

L&M note the Council's Navy Committee, est. in February 1668, was "attracting" some issues previously dealt with normally by the Lord High Admiral alone.

"on Cooper, to know when my wife shall come to sit for her picture, which will be next week"

L&M note this miniature has not been traced. Mrs Pepys first sat for Samuel Cooper on 6 July; six further sittings, or visits by Pepys to Cooper's studio, took place in July. On 10 August Pepys saw Cooper finish it and mentions the price of the miniature and its setting: http://www.pepysdiary.com/diary/1…

Last month I mentioned the amount of correspondence ... this month is even more! But some of it is really informative. I post only a sampling.

Yarmouth
Rich. Bower to Williamson.

Five Ships have arrived from Norway laden with deals, &c.,
and a Yarmouth ketch from Rotterdam with merchant's goods.

The wind is so favorable to the colliers that they make two voyages in the time they formerly made one.

The people take all freedom imaginable to slander the Government, pressing all reports that are most hurtful for assured truths, insomuch that they are very angry with those that doubt, or ask the reason of their faith.

Chatham.
Sir John Mennes to the Navy Commissioners.

Has paid off the Charles and Defiance, and will proceed with the tickets tomorrow.
Desires directions to Mr. Gregory, Clerk of the cheque, about the number of men to be established in ordinary upon the Charles;
hopes care is taken about sending money enough to pay the tickets.

St. Malo.
Thos. Browne to the Navy Commissioners.

Has been to Rennes where the noyals are made, and found them reasonable, and will furnish the best sort at 15/. the ballot, although he gets not a penny;
will rather gain the honour of serving his Majesty than profit.

Desires their orders about quantity;
if the noyals should rise, will be a loser.
Has begun already to buy, not doubting but his propositions will be accepted.

Will send the remainder of the hemp by the first vessel.
[S.P. Dom., Car. II. 242, No. 120.]

WHAT'S A NOYAL?

i GOOGLED IT AND LEARNED IT'S A TOWN IN FRANCE, A BOY'S NAME, AND ITS MEANING IN URDU AND HINDI, THE MIDSHIPMAN'S GUIDE TOLD ME ABOUT ROYAL SAILS.

SINCE WAR WITH FRANCE IS IN THE AIR AGAIN, PEPYS BETTER BUY LOTS OF THEM. MARITIME SUPPLIES WERE AN INTERNATIONAL TRADE SITUATION.

We've been seeing the reports from Chatham. In a capsule:

So much Vexation and Importunity in one day? Exactly what I was feeling yesterday too. Mostly induced by the brevity of Sam’s diary posts.
