Catherine wheel or breaking wheel, an instrument of torturous execution originally associated with Saint Catherine of Alexandria and her veneration was used as their sign by many inns and taverns across Europe/

So this Katherine Wheel was what we would call a pub, nice enough to be frequented by upper class travelers.
