Per L&M (d. 1662) Clerk in the Privy Seal Office. His kinsman who had hoped for the place Pepys was given in 1660 may be the ‘Mr. Watkins’ who was Sandwich’s deputy in the Privy Seal in 1671 and the Thomas Watkins who was one of the four clerks c. 1682-c. 1698.

Gt. in reversion after Edmund Clerk, John Packer, Thomas Packer, James Milles (in possession), John Chapman, William Lane, John Castle and William Hawkins (in reversion) 31 Dec. 1628 (C 66/2477); took oath 13 Nov. 1643 with Thomas Watkins to act in place of John Packer and William Hawkins (PSO 5/7).
