Richard Creed was, like his brother John http://www.pepysdiary.com/p/507.php ,
a fervent Puritan (once servant to the Fifth-Monarchist Maj-Gen. Harrison) and a naval officer under the Commonwealth. He was a clerk to the Admiralty Committee from c.1653 and served as the Admiral’s secretary and Deputy Treasurer to the fleet 1657-60.
