  • The Navy Board had four Principal Officers, the Treasurer, Comptroller, Surveyor and Clerk of the Acts. The Comptroller was the officer with responsibility for auditing accounts. At the time of the Restoration these appointments were made with the intention to appease the various political factions in the country. Sir Robert Slingsby, a Royalist, was made Comptroller, and when he died he was replaced by Sir John Mennes, an experienced naval officer and the former Royalist leader in North Wales. Therefore, he was both an experienced commander on land and on sea.
