Author of tracts on parliamentary procedure, and a collection of the *Acts and Ordinances of the Long Parliament* [aka the Rump], called by Pepys *Scobell’s Acts of the Long Parliament* when he acquired it Nov. 1663; also generally known and cited as *Scobell’s Acts* by Thos.
