Per L&M Companion:
Mr Gibbs was a Navy Office clerk, but employed privately by one of the higher officers, since his name does not appear in office lists. A ‘Mr Gibbs’ was on Sandwich’s staff in Madrid 1665-8, and a Thomas Gibbs was an Admiralty clerk 1694-5.
