    Per L&M Companion:

    Probably - since Pepys met him in Batten’s company - the shipwright Robert Withers, who in 1665 was recommended by Jonas Shish
    ( http://www.pepysdiary.com/p/6172.php ) to conduct a survey of a new ship. Possibly the man of the same name who was a shipbuilder in Boulton-le-Sands, Lancs.
