According to the Latham & Matthews Companion, this:

ran east and west on the first floor; at its river end looking out over the Privy Stairs. The Queen’s apartments lay to the north of it, the King’s to the south. The name originated in the custom of hanging there the shields won in the Tilt Yard tournaments.
