Thomas Papillon (1623-1702). Merchant of Huguenor origin; four times Master of the Mercer' Company; Deputy-Governor of the E. India Company 1680-; victualling contractor 1671-3; victualling Commissioner 1689-1701. A leading city Whig (M.P. for Dover 1674-March 81, 1689-1701; Alderman 1689); prominent in the hostile examination of Pepys 1679.
