Robert Withers was a shipbuilder, of Bolton-le-Sands, Lancs. (L&M)

Probably - since Pepys met him in Batten's company - the shipwright Robert Withers, who in 1665 was recommended by Jonas Shish( http://www.pepysdiary.com/encyclopedia/6172/ ) to conduct a survey of a new ship. Possibly the man of the same name who was a shipbuilder in Boulton-le-Sands, Lancs.
